Yes, wagon is the right word. The only thing I can think of that would cause this, is that you clicked on the red flag next to the loco, and it started out of the engine depot, but didn't get all the way out before you stopped it. Which means it's half in and half out, and still shows in the depot, but it won't let you add cars to it because it's not technically all the way in. But usually you get an error message when you try to add the cars, saying the train's not in. I'd say, send the train out, and then click on its "go to depot" pictograph button in its control screen so it'll go back into the depot, then try again to give it cars.

You have the same problem if there is already another train in that depot !

Yeah, but they will if you manually move them behind the loco. He said he tried that and it didn't work.

Actually, i found out that starting in 1921 (don't think 1920 is possible) is NOT a good thing.
Since the build date of the earliest trains is 1921 the game might decide not to make the trains available at the START of 1921, so you don't have any vehicles to build.
Start at 1930 instead, then you always have some trains to build (depending of course which train set you use).

It varies the start time by ony up to 2 years, so if you start in 1923 you should be OK. It depends on the set you are using though - not all sets go back that far. The DBXL set, Tropicset, and the ship set do; the road vehicles, planes, and others don't. The US set and Japan set will.
