I think it should be 00 actually. I'm just about to test that to see if it makes any difference. As you said, I doubt it, though.

Update: found the bug.
The ICE-TD was included in the GRF because it holds passengers. However, the sprite looked like this:
i.e. the GRF was specifying that two properties were being set when only one was. Changing the 02 to 01 fixed the bug, but obviously TTDPatch interprets this situation by implying that there is a property 00 with value 00 00 on the sprite. Is this a bug in GRFCodec or the GRF-handling routines in the Patch, Josef?

Obviously it was a bug in your grf file... if you give faulty input, you get faulty output...
