I thought of it, but it's not a priority. Not many North Americna cities used them to my knowledge. Steam trucks would be mode of a possibility.
Any examples of steam trams in NA?

I have heard accounts of New York making use of steam traction in their streets (and no, I am, regretably, not referring the venerable New York Elevated) and I know that they were quite popular in Australia. However, I can give no concrete evidence to support this hypothesis other than to say that I'm not sure TTD will even support a speed of 2 mph, the usual speed of a horse car.
Steam was, however, used on roads and farms throughout the US. While certainly not a popular as it was in Britain, it did still exist in concideable numbers. Therefore, steam trucks/buses and traction engines would be worthy of concideration.
Back on the traction note, cable railways might also warrent some thought. They were extremely popular btween the 1870s and 1920s. In fact, in the 1890s, practically every major city in the US, from San Francisco to New York, Boston to Kansas City, had cable systems (if you've ever seen any of the old Harold Lloyd films, you can see the cable cars running though Mannhattan). This, however, may be problematic since it would require an all new system to support it. Still, at an average speed of 10-20 mph, the game might actually be able to handle that.

Why a separate set and not include this in LV set?
LVs already have a shorter vehicles version, and quite a number North American Vehicles as already mentioned.

These are drawn at a completely different scale to George's LV's. George's vehicles are approx 1 foot per pixel, mine are approx 2 feet per pixel, or roughly half the size. I think they fir in better with TTD's buildings and trains. Even my truncated buses are still LV height.
Cable cars were thought of, but the inability to have different types of tram rails quashed that thought (you'd either have cable cars or streetcars). Horses will travel probably at about 10-15kph (a bit fast, but usable) as it is, horse trams will still get catenary.
