Do you mean to say that your plan would be that a signal "at rest" would now be red, not the normal TransportTycoon Green and therefor be a little more true to real life?

The railroads here uses this system:
red - stop
1 green - drive
2 green - drive and you are sure that the next signal will show green once you reach it (but not the number of green lights).
on top of that yellow can be used. It means slow down, so if the signal got a yellow light, it will not just show red, but yellow and red (slow down to 0). Green+yellow is allowed to go, but at reduced speed (the signal will then got a subsignal below it telling the speed, either display or a sign).
One yellow is never lid on it's on and two yellow lights is a special signal indicates stop unless the train computer says otherwise (based on the signals it gets from the tracks). The idea here is that it can be used when the train in front of it is say 500 meters away, but there aren't any signals in between. The train can then be allowed to go say 400 meters at reduced speed. This is very useful during rush hour, but it needs constant updating from the tracks.
If we are to use this system, we should do it like:
2 greens - 1 green - red - 2 greens
It gives one less signal display compared to the screenshot, but it's based on real life signals.

That is the law.

(here in the UK anyways)
British Railway Signals on UK main lines use that.
(I say mainline since most of the london underground only use 2 aspect (Red/Green) signals)
(Also some local lines use 3 aspect, removeing the double yellow phase from the signalling)

As the above link shows, (and is my personal experience), the sequence is:
Green
Double Yellow (be prepared for a yellow at next signal)
Yellow (be prepared for a red at next signal)
Red

Why in OTTD should be only one, british semaphore system? In Poland most common solution is one yellow signal before green, and rarely there is flashing green light, before yellow, or there is no yellow light. When there is red signal and line is SBL driver can drive throught it, but with lower speed.

Well I would think the "Temprate" climate was based on England, be it very loosly if the inculsion of the TGV is to go by.... and High Speed TGV lines use a compleatly differnt signaling system anyways, that see the signal fed to the cab of the train not "primitive lineside equipment".

oh dear, and there was me jokeing!
wonder if the EU are going to pay to reguage all the Irish railways to the "standard" Gauge if that happens!
Still will be interesting to see whos standard would be taken for that.

Sorry to ask, but shouldnt the Danish be patroling that anyway was being part of the EU makes that a major border? Just Like Romania is now responsible for the 2nd largest boruder of any country in the EU.
I mean if a Canadain makes it to Hans Island, can they then claim asium on the Island since it is techinaclay part of the EU.
So many questions!!

It would be completely pointless to reguage the irish system as there is no physical connection to any other country (apart from Northern Ireland, which is the same guage).

I know that, but this Is the EU, who have given Money to Ireland for road improvements, that is then going to be used to upgrade roads in Norther Ireland
(I didn't think that NIR would be using the same track as ROI's Rail company but there is no reason for this not to be the case.... my mistake!)
Plus I'd love to see a "EuroTunnel" type thing to Ireland. Maybe that would stop the extorshonate price people have to pay to use the UK-ROI Ferrys!

Back fully on topic:
If you said that all signals where 3 aspect, could people not use a differnt .grf file to customise signals to their own localisation / prefernce?
