It isn't a bug, as was explained before. You can only build them near towns (although all the power stations I know are far away from towns)

it is not a bug, but a feature. ANYWHERE is a bad location for power plant. May be you can suggest something better?

Near water ... power plants often need water.
Also away from towns ... power plants polute the air.
