Another thing that's worth noting is that player will need to build cargo airports...probably just airstrips with one runway, couple loading docks and hangar. Planes transporting cargo aren't that common in OTTD games, but it happens...

There's no other reason than "one has to start somewhere" and "it has to be done". This was more about which airport to pick as first industrial airport :-)

If cities is to build its own airports that players can connect services to, than it either must be only towns with "City" status, or it must be a game options where the density of these airports can be changed. I rather see shared infrastructure on airports (another game option), so that airports can be a little more intelligently located, which also will allow for intelligently sharing an airport with multiple cities/towns.
