Chapter 1 - The Banks!

Our scene opens in the boardroom of CanSet Project 3a, Wal E. Web presiding. There is a map of the network up on one wall and a satellite photo on the other. Mr. Web addresses the group:
"We have upgraded several of the passenger trains, but in order to do so, they have lost the capacity to carry mail. Also, the banking association is complaining that we have ignored their calls for a valuables service between Winnipeg, Calgary and Vancouver. We are proposing to address these needs by establishing a combined valuables/mail express service between these cities as well as servicing any other cities that may have opened local banking services. This will mean running extra trains on our network which is close to full capacity. You have your orders. Make it happen."

Preparation - January 10, 1974

Traffic Control/Scheduling was given its instructions and signaling to the platforms at Calgary, Winnipeg and Vancouver were appropriately configured with Platform 1 at each station being reserved for mail and valuable cargoes.

Rostering was instructed to acquire appropriate equipment from Jasper Engine Works in order to assemble two trains for mail/valuables service in CNR livery as the trains would run primarily over the Project's CNR lines. The resulting consists were each made up of two MLW RS18 diesels, five express cars outfitted for mail and five express cars outfitted for valuables.

Calgary - Winnipeg

Train #14809 was scheduled for the Calgary (CGY) - Winnipeg (WPG) service. Traffic over this division is relatively light and no problems were anticipated.

Calgary - Vancouver

Train #14909 was scheduled for the Calgary (CGY) - Vancouver (VAN) service. This route sees considerable traffic and would have to be monitored for a period of time, especially in the Kamloops Valley where the CNR and CPR lines join up for their descent into Vancouver.

Other Cities

Currently, Dawson (DAW), which is serviced by the WPY narrow gauge line, is the only other community to have a bank. A valuables service would have to use Jasper Station as a transfer point in order to connect to the banks in the three major cities. This service is currently under consideration with a goal to establish it after the CNR service is seen to be running smoothly.

Chapter 2 - More Banks!

Dawson - Jasper

Rather than transfer valuables at Jasper, the project decided to finance a bank for Jasper. Valuables cars were added to WPY's train #1785 between Jasper (JAS) and Dawson (DAW). Similarly, CPR's train #1498, servicing Jasper (JAS) on its Vancouver (VAN) - Winnipeg (WPG) run would now also carry valuables.

Vancouver - Winnipeg via Jasper

Jasper proved to have a very lucrative commerce and was in need of a better valuables service so a dedicated Mail/Valuables train #15010, configured similarly to the CNR trains, was added to CPR's roster between Vancouver (VAN) and Winnipeg (WPG).

The City of Calgary has grown tremendously in the past 55 years. Calgary East, Calgary West and Calgary Central are feeling the pressure of commuters traveling in to find parking spaces handy to the streetcar stops. Rush hour congestion is out of hand. Furthermore, with only two streetcars to provide service, a solution is needed ASAP. The project has taken on the challenge. Four new stops have been built, with six additional streetcars put into service. The situation will be monitored with an eye to providing additional services if required.

Chapter 4 - Freight Terminals

A major function of a transportation system is the timely delivery of the necessities of life into urban areas. As rail service to communities grows their platforms can become quite heavily loaded with a combination of passenger and freight services, with little room for additional platforms without avoiding serious urban dislocation. The solution is to build dedicated freight terminals in another part of the cities. An example is the Calgary Goods & Food Terminal.

Here is a list of our current terminals.

The Lethbridge terminal was built as an extension to the existing station.

Due to the expanding nature of freight services into the cities, it has been decided to go to a standard nomenclature for these terminals: [City Name] Freight Terminal, where it is prohibitive to add these dedicated platforms as extensions to local platforms.

First, the free standing terminals will be renamed accordingly. Then terminals will be established in the following order: Winnipeg, Vancouver, Abbotsford, Victoria, Prince Rupert, Regina, Kamloops, Jasper, Whitehorse, Dawson. The last two are on the WPY narrow gauge line so a Freight Transfer Facility will have to be built near Jasper in order to transfer freight from the standard gauge services over to the narrow gauge services.

The existing terminals will be upgraded to handle new vehicle deliveries. New Vehicle Facilities will be included in the design of the new platforms.

Once these platforms have been completed, existing trains will be scheduled accordingly and new trains added where required.

It is anticipated that this project will have to be rolled out over a period of years in order to be able to include focus on other sectors of the network as required.

1978 - Winnipeg Freight Terminal
Winnipeg received the first new freight terminal after the upgrades to existing freight terminals.
A survey was made for the best location. Site preparation would require razing the idle Winnipeg Food Plant as well as several city buildings. Due to the need for expropriations,
care would have to be taken to work closely with Winnipeg's local authorities.

1978 - Vancouver Freight Terminal
Our Terminal team moved on to Vancouver. Another survey was made and a location decided upon, taking into account the city's unique location with water bordering on three sides. Due to the need to raze an entire neighbourhood and with the associated need for expropriations, considerable time would have to be allocated to site preparation while efforts were made to placate the local authorities.

Expropriations were begun but the neighbourhood citizens soon made their concerns known to the local authorities. There would be some delays to allow for negotiations.
