Now that the steel mill was receiving coal, it was time to arrange for some iron production. A railhead with a service area would be built at NVP Iron Mine #1. Iron ore from mines #2 and #3 would be trucked to the railhead. It was estimated that an EMD GP60 hauling six hoppers should be able to handle the loads into Midville Steel Mill. An EMD SD70MAC hauling three coil cars and three flat cars would haul the output of the steel mill down to Summerville Factory. Iron ore from other mines in the region would be brought on line later as demand increased.

Once the steel industry was set up and producing, it would be time to look at reliability. The prime concern would be the end of life of the EMD GP38-2. Spare parts were scarce and maintenance was questionable. The frequent breakdowns were putting a strain on the network. It was decided to retire these engines from the fleet. In the process, other factors would be considered such as replacing cabooses with payloadable wagons and EOT devices. The EMD SW1500 would be continued for its economy on short hauls, but maintenance would be forced rather than as needed.

Mr. Web felt that he had been here before, but he just knew that he had never ever faced such a predicament previously. He attributed his feelings to a false sense of déja vue. The Nars Valley Project was in serious financial difficulty. Running costs were still exceedingly high, and there remained four more EMD GP38-2's to be replaced, let alone much needed RV replacements, passenger coach upgrades and the development of the oil and brick industries and the lumber demanded by Summerville Factory. He knew he could access more credit, but without some significant changes, the interest alone would prove disastrous. The problem was traffic congestion through those four single track sections up the Nars River valley. They would have to be double tracked if the contract was to be completed on time. The Local Authorities would have to accept the resulting impact on local environment or the project would have to be abandoned. The cost to double track would be horrendous, but it had to be done, especially in view of the anticipated increase in traffic.

Having made a successful presentation to the Local Authorities, Mr. Web now needed to secure sufficient financing. Returning to the Starship, Mr. Web entered the secure communications pod and contacted the Business Ultimatums Management Section (BUMS). He made his case to them. They were not entirely happy with events. The BUMS agreed to Mr. Web's request reluctantly, but there would be a price to pay ... no bonuses for the next 1000 years. They would allow Mr. Web to use the Calamity Handling Technology to access $100,000,000 with the understanding that the Organized Transport Tyranny Department would be kept out of the loop. There was much interdepartmental rivalry. Mr. Web did not know why but he felt a strong sense of relief with this condition. Converting to Nars dollars produced ND$200,000,000 from which the outstanding $300,000 loan was repaid, leaving a balance of ND$199,700,000.

With cash in hand, the remaining four EMD GP38-2's would be replaced. Next, the RV fleet would be refurbished where necessary.

Poor bugger, you're losing money like a sieve! I'm enjoying the story though, normally I'd be all "boo, hiss, no cheating", but this time it's very entertaining.

With the vehicle updates done, it would be time to begin the double tracking of the Nars River Valley as Phase 17. Where feasible, bridges would be replaced with the faster tubular bridges. The first section would be the South Falls South Subdivision.

The fourth section would be the Riverton North Subdivision which would complete the Nars River Valley double tracking phase. This would be the most difficult section to double due to the citizens desire to protect Winterlude Falls. The solution would be to run the south bound track behind Quarry Mountain and through a tunnel exiting near Riverton. The Winterlude Falls suspension bridges would remain for aesthetic reasons.

Construction costs were significant as expected but revenues over expenses were already improving.

Moving on to Phase 18, it was decided to review the rolling stock. For some reason the passenger coaches weren't as modern one would expect. They would be replaced. Mr.Web had a strange feeling this was done once before. The remaining cabooses would be replaced with payloadable wagons and EOT devices as well. Also, the two gravel trains would receive new EMD GP60's to replace the now unreliable SW1500's.

Some of the RV's were now seen to be showing their age and would be replaced as well before breakdowns became an issue.

With the rolling stock updated, the second part of Phase 18 would be maximizing the forest service and shipping lumber down to Summerville Factory. This would require expanding the shipping area adding a rail dock for lumber and adding rail to the receiving area. It would also be necessary to reserve space for expansion of the sawmill itself as some of the forests showed potential for high productivity. The shipping area would be relocated across Sawmill Road with an underground access to the production area. This would leave room for a future second sawmill plant as well as making room for the rail receiving yards.
