The Midville Steel Mill as well as the Summervile Factory stations were built.
The infrastructure required to bring Iron Mines #1, 2 and 3 on line was built.

Once more, reality reared its ugly head. More maintenance was required. Inflation was significant and loans would have to be raised to the limit.
The Midville and the Lakeville Local Authorities were appaled at the service levels and demanded remedies. They were provided with additional bus services.

The bleeding continued. There were congestion issues, due mainly to outdated equipment breaking down. With the credit limit maxed out, cash flow had to be used to finance purchases of new equipment. The Project was rushing towards the contract completion date and much remained to be done ... too much ...

Mr.Web found himself in a bit of a predicament. There were less than 25 years remaining on the Nars Valley Project contract. Inflation had driven up costs significantly. The Project had accumulated a significant debt in order to maintain its equipment. Running costs were bleeding the coffers to the point that when sufficient capital was accumulated to purchase new equipment and bring the steel mill and factory on line, it had to be diverted to maintaining existing equipment. He sat back and looked out the window of his office on the top floor of the headquarters building near Eastport. He held a letter from the Lakeville and Midville Local Authorities. They found the services of the Nars Valley Project to be appalling. How long would it be before the others adopted those sentiments?

The winsome Miss Winsom had entered the room at about that moment. She placed The Manual before him. It was open to the Calamity Handling Technology section. He averted his eyes. It would be an eternal blot on his career if it was discovered that he had even considered accessing the technology's modules aboard the starship. He was desperate. It would be an even bigger blot if the Project failed. He reached for the console and entered the codes:

Excellent work Wally, I've been enjoying the NARS Valley project A LOT. Nice to see how others use the set. We really need to get future stuffs in the set now... lol

I'm off to get some coffee, I'm very thirsty all of a sudden.

Why was Wal E. Web sitting with The Manual open on his desk? He told Miss Winsom to remove it. He knew her intentions were well meant, however they did not need to access the dreaded Calamity Handling Technology. After all, fifty years remained on the Project and there was money in the bank. There was enough to finance the reorganization and expansion of the coal services as well as the purchase of the equipment required to bring the steel mill and factory on line. He'd show those cursed Lakeville and Midville Local Authorities a thing or two about ratings. He glanced at the financial statement once more. There seemed to be an inconsistency, but he couldn't quite pin it down. He resigned himself to the fact that the numbers didn't lie. It was time to move on with Phase 16.

The first step would be to reorganize the coal fields. The train servicing Collieries 33 and 5 was quite unprofitable due mainly to the low productivity of these two mines. It was decided to mothball the train for future reassignment and to replace it with trucks. A single Hopper Normal 4 would haul from Colliery #3 to #5 where two articulated hopper trucks would transport the combined outputs to the railhead at Colliery #6. Coal train 0332 would have the Midville Steel Mill added to its schedule. Coal train 0131 would be reassessed. Colliery #6 was producing well beyond its expected lifetime, but at considerably lower rates. Both 0131 and 0332 would receive new engines with better reliability as the EMD GP38-2's were nearing the end of their lifetimes and would soon be discontinued.
