You got only 26 votes, and there are 21 participants. I'm guessing 2 or 3 of the participants voted, so that leaves 18 more people.

Well maybe some people consider it wrong to not vote just to deny the opposition votes.

It would make for a boring voting session where nobody votes from fear of giving other competitors a higher chance.
