Correct. Except that for Win vs DOS purposes, character glyphs aren't graphics. (GRFCodec is not smart enough to realize this, and will attempt to map character-glyph sprites. Unfortunately, I no longer have VirtualPC and can't really find the time to install TTD in my DosBox... but I did see the pic, and I like them very much. Maybe they could use a bit of gravel more? But even like this, they're really well done.
