More tasteful names would be "Toxicity" or even something like "Chemical explosion" or accident.
Those could mean other things than just terrorists unless that is what you are going for.
Food for thought... chemical bombs are designed to spread the chemical agent, if it made a crater it wouldn't disperse it very effectively.

If you are going to use lots of rocks make them uneaven.
Crossing flat rocks like that costs nothing more than normal terrain.
Uneven rocks though. These cost more than normal land to level out. A lot more. Combine this with a lack of ways to make money (limited vehicle mix?) and you have a scenario that will be dominated by expensive building through difficult terrain. Of course the rocks and bomb holes have to offer no alternative route around the edges.
