Does I have to download something (what) that iI could build the tram network in the towns?

You should be able to build tramnetworks, just like any other networks, in most of the LoMo scenarios, AFAIK. It is included in the standard game, AFAIK.

click and hold on the build rail icon at the top, there should be a list of available rail types, normally Railroad (normal), narrow gauge, and tram track, click the one you want to build

I don't have it (year is 2002).

you must be playing transport tycoon deluxe, not locomotion, if you have a patch like that
ttd doesnt have trams
