to even think about coding this the sprites are necessary.

Hmm, I know someone on Simutrans made sprites for exactly this. If those are compatible maybe we can get permission to us them, but I think the resolution, size and style are all wrong. No, trams should not connect to normal rail, MAYBE it could connect to narrow gauge if that was ever implemented, but I suspect that coding them as a road would make it impossible. Finally, yes, it is vital that trams be able to run both in road and on a private right of way.

For now until it is implemented - which would probably be a long time away - maybe someone could make a tram with simular stats and specs to just run on normal railways.

how about running some "trains" on tracks above the road (but parallel to it). Like and above-road railway? I can't think of any examples, but i'm sure there are some, and what about subways/underground railway? :D

If it was possible to build tracks above other tracks running in the same direction that would be easy.

What about an elevated rail system like in singapore.over here we call it the MRT (Mass Rapid Transit)

here are 3 pics

Only useful if you can build it above roads/rails/parks/...

Here is a proposal on how to implement trams:
Do not mess with creating another train type. instead, make the trams behave just like trains and make them able to get on the same rails. Besides, allow only certain types of trains (=trams) to get onto street-placed rails and onto street-placed tram stops. This is a second requirement - a stop will be needed to place which would take at most 1 sq. adjacent to the road (ideally it would be placed just on the road).
This will allow to create U.S.-like interurban tram systems. All you need to do is to allow to lay tracks over roads, to design tram vehicles and not to let ordinary trains pass the streets.

the problem is in the street-placed rail... in the current design that's not possible.

Can the road be re-designed? You know, re-jiggy they pathfinding on the roads so that there is a tram line over each road that you place it on. Trams could be treated as rv's and suffer the same penilties as rv's. Jam's, crashing into trains, etc..

Perhaps a new kind of bus stop could be designed for trams and buses to stop at on the main road rather than stations. But if somethign stops at it, it could hold up everything behind it.

Just a few suggestions.

what about crashes? rvs should stop when a tram is travelling along a road or a tram should stop when encounter a queue of rvs like in front of a road station?

What about you can only build trams inbetween 2 roads(like this)
RRRRRRRRRRR
------------------
RRRRRRRRRRR

R=Road
-=Tram

Theres plenty of space for the rail to fit, doesnt mess with vehicles, can be built inside cities(thought city building method with AI should be re-done so it builds everything in 2 lanes in mind..). And the elevated rail method would be a thing bit diffrent to a Tram, all rail-types should have possiblity for elevated rail(just that ya can build em inside cities). What about making the elevated rail system like in RCT like when ya build roads in RCT, ya got the option to start going upwards and forward, that way the maker has control how high he wants it to go.

That would be really good, but would you be able to build over buildings?

You could in RCT...(hehe imagine a railroad going over a skyscraper  , well thank god there are limits thou). I think it should be just enough high that ya can see vehicles below it, but not to high so it cant go over for example scyscrapers.

once there's a system when you can go up with monorail, all structures need a height value, so you can build over them without it looking too weird.

first of all we need a build gui like RCT which permits to lay tracks everywhere (if is possible :) )
...so also 'realistic slopes' may be used, see http://www.tt-forums.net/viewtopic.php?t=8102
