Another industry substitution newGRF issue?

few days ago I bumped on the Reddit into this - "don't question why I have it installed" with image inside

wait whaa-a-at? next thing I've done was opening my OpenTTD v12.1, making new game and switching to NewGRF settings and, yes, found there NewGRF online content by keyword 'estrogen', downloadable and... it had web site link to Github and BaNaNa content named OpenHRT Estrogen

but after download and marking it enabled, nothing happened. when I close download dialog, that line doesn't appear in common list. And rescan doesn't help either. Also list of industries has nothing new...

I wonder, how I can figure out, is it my OpenTTD misconfigured? Or other NewGRF files conflict? Or it's a bug in this particular NewGRF? Or something else?

Oh, and yes, don't question why I have it installed

Did you configure it as Active in the NewGRF Settings?
