Are you sure it's the win version? TTD Dos is often sold as "for windows" while that only means it runs on Win9x.

On the back it says :-

For IBM PC 486, Pentium and 100% Compatibles with CD-ROM Windows 95/98/98se/Me compatible.

This game is not compatible with Windows 2000 Pro. This game is not compatible with ATI Radeon video cards.
