number 2 is 1 of the core parts of the Subsidiaries(allows the player to own more than 1 company, or in multiplayer, allows players to use other players tracks) patch.

i think he means,

if company A builds a bridge, from Town Z to Town X, and has a bus service running over it.

the company B starts a mail service between Town Z to Town X,and company B's mail vans uses company A's bridge,

that company B should pay company A some money for using Company A's bridge

That sounds like what is in Railroad Tycoon 3 with tracks, I think it would be a nice feature, and also in multiplayer it could stop people from walling you in with their track cause you can just use their track instead :P
and for idea 1 its what happens with bridges anyway, but if they aren't yours you get paid for them using them, so nice way to get a small income too
