Clearing Roads but City Authority won't allow it

I'm trying to remodel a road in one of my towns, but I keep getting a message saying that the city authority won't allow the removal of roads that are in use. So I've taken out all of the vehicles that use that road and it still says the same message. I'm wondering if there is anything I'm missing or something like that. Help is greatly appreciated. Thanks.

The Magic Bulldozer only works for Transport Tycoon, and not for Locomotion...I guess you're in the wrong topic

The only way round this i have found is to remove roads around it and then wait for a few months and you should be able to remove it then.
You should also check your standing with the town/city to make sure you can remove the road. Your approval needs to be high to even make and modifications.
