I wish there is no concept of towns. Yu build ways to go through, then see buils (shoddy).

You can create a custom map without any towns, but, unfortunately, it will be impossible to place industries on such a map. The closest thing you can have is a map with a single small town somewhere in the corner. You'd also probably want to enable multiple industries per town.
