newgrf in directory with game

I have a very small ssd drive c, so I want to move openttd.cfg directly to the game directory. Graphics are starting to take up too much space.
How do I update now that every game archive is now packaged with a directory? Still moving configuration file?
This hasn't been a problem before, but by the time 32Bpp is already ....
