I want to complete the Chinese version of the entire game. What step should I start from?

There is a number of add-ons with Chinese vehicles and station infrastructure, most notably the China Set.

Join us, start from little, and if you are dedicated enough, you will finally find you are that "great" person who is the crucial and significant part in the Chineseisation of the game. :)
Don't have a uncomfortable or unlikely feeling toward coding or contributing to the game, as long as you follow the license. After all, we are an open-source project, not those games with a vast gap between "devs" and players. :)

Below is the English translation to the picture using DeepL:
Ever since TTDPatch added support for NewGRF and ported this functionality to OpenTTD, the fun and playability of the Transport Tycoon series of games has been endlessly expanded. Players are introduced to complex industrial systems, authentic vehicles, a wide variety of tracks and roads, and decorative objects that are either grand or elaborate. The free combination of different NewGRFs allows the player to explore the game world forever.
However, there will always be players who feel that something is still missing from the game; even a rummage through downloaders and various forums will not satisfy them. But even though many players feel this way, they never think about creating new content themselves. The reason for this may be that the concept of "programming" is intimidating, or that contributing and developing is too far away from them. Perhaps this is the way the public is led by the cultural space created by the mobile internet, closed-source projects, and big games, but this is definitely not the case with OpenTTD as an open-source project. If it were not for the "grassroots" from all over the world who put down their thresholds and shelves, "generating power with love" day in and day out, and communicating with each other on an equal footing while developing OpenTTD and its extensions, the Transport Tycoon series of games would have long since been buried in their graves.
There's an unwritten rule in most open source communities: if you're not happy with the result, you're welcome to create something yourself.
And a piece of message from Kamnet (2024-03-09) on Discord:
Nobody knows how to code stuff for OpenTTD before they start learning. Everybody starts off as brand new. The difference between having the NewGRF you want and not having it is you deciding just how much you want it, and how determined you want to be to learn it. Nothing here is impossible. We have had 13 year-olds develop stuff and we've got 70 year-olds developing stuff. We've got individuals who are Mensa-level geniuses and individuals who have physical and learning development issues who are contributing regularly. All of it is an application of determination and pursued interest. If you're willing to practice, make mistakes, and learn from your mistakes, then you will never be an exception.
