% transported

What decides the % transported of an industry's output...being loaded onto a platform,onto a train,or off at the destination?
I recently spotted an additional coal mine near one I'd been serving with a train that was due for renewal,and extended the platform so that the second mine came into the station's catchment area.And while I was busy chasing the train to the other end of the line with maglev conversion,the newly eligible mine started showing a non-zero % transported,long before the new train arrived to pick anything up.So just getting the stuff out the door counts as being transported?
