Industry Construction Question

I hope this is the right forum area, if its not I want to apologize.
Im not sure if a patch, mod, or the like did it but I keep running into an error similar to the following every time I try and build an industry that does not directly generate materials, such as a steel plant, food processing plant, oil refinery and the like.
"This industry must be built with in 14 tiles of a city with a population of at least 300"
Is there anyway to disable this or increase the range at which you can build off a city, iv ran into situations where i cant build an industry near a city because the city is to huge that it spans further then 14 tiles so I have to place the industry else where. I am using the funding method, not the prospecting method.
