Sounds like ... great funSo you mean...a piece of road, next to another piece of road...
To be honest: I tried to make stylish highways once. You can make it good-looking with some additional GRFs. The drawback is that they have no point in a game because there are no one-way roads by now and it looks rather dull with traffic in both directions (leaving one road unused).

I don't see what Highways would be good for, even if they were implented. The road simulation model in openTTD isn't that good really, at least compared to other games with such simulation. (Simcity 4 comes in mind)
If there was speed limits, and that road vehicle actually were somewhat useful, such as not being that overly expensive to run (ok, true. Some newGRF's fixes that problem ), then maybe highways would be a interesting gameplay element that weren't just for the looks.

The main problem is vehicle speeds, we need faster RVs, but to restrict their speed on normal roads in towns, only allowing them to travel faster on 'highways'.
That would give you an incentive to run dual carriageways or 'highways' not only inbetween towns but right into them so that your vehicles could travel faster. Say a maximum speed of between 80 and 100 mph, the national speed limit in Britain is a joke.
