In one game, the town required mail but, I could NOT build any stations that would accept mail.
In another game, the town required coal but there was no power station so the town wouldn't accept coal.
It said :COAL 0/4: STORAGE 0
I tried to transfer and unload all and it would never grow because they just would not accept coal.
How to you get them to accept things that they require to grow?

Okay, so I figured out that your HQ will accept mail. That problem solved.

Save up the money to fund a power plant.
The real problem is Goods. If a town can't grow without it, but the town doesn't currently accept it, that's a design problem with the script, in my opinion. My house set, ITL Houses, includes a building in every town that accepts Goods and Food, to avoid this issue.

Yes, although they're very different from ITL Houses, which is simply a "vanilla+" house set.
