Making towns grow.

Ive often found scenerios where some of the towns will tell you what they need to grow, but the others dont .
In the case of where there isnt anything specified for making the town grow , is there a default set of commodities required, or will the town grow regardless of what is supplied.

If no commodities are specified, then providing a service to or within the town will make it grow faster. I'm not 100% sure if the cargo transported matters, just that it happens.
Transporting passengers (and mail, once the town is big enough) certainly works.

no, the cargo type does not matter. all that matters is at least 1 piece of cargo being loaded or unloaded at up to 5 stations in regular intervals
