Industry funding problems

I want to fund an industry, specifically a bank, though the game won't let me. It either shows "can only be built in towns, replacing houses" (though im trying to build it in a town and replacing a house), or "too close to another industry" (because there is a gold mine nearby).

since a bank has 2 tiles, it must actually replace 2 houses. and you have to click on the northernmost tile of the new industry
