East Anglia scenario 1.5.3

dont know if i put this in the right place, but anyway i started playing east anglia scenario 1.5.3 and some of the industries dont have trailers for the goods found out the reason its the ECS town vector being at the bottom of the list which has disabled the other vectors and there isnt no move up and down in the list, anyway to fix this or not ??

a player cannot change the order of NewGRF. only a scenario author can.

also note that if you change the industry newgrfs, you probably first need to delete all vehicles and industries from the map, and re-place them afterwards.
