Cannot build roads and airports

Hello

I upgraded openttd to 1.10 version. But now I cannot build roads and airports anymore. the tile is blocked.
and the speed on the traintracks is limited tot 321 km/h. That was higher.

can anybody help me?

Is this even when you start a new game?
If it only happens in a particular savegame, please post that save here.

Are you using any NewGRFs?
