Locomotion problem between Directx and Windows 10

About a few weeks earlier, I bought the game from the Atari website, the download was good and successful, but it won't open the game because it says that the graphics either don't work or that it needs something. I tried to fix the game and it does the same thing. I just don't know what to do. I need tips and help.

Try running it in compatibility mode for Windows XP. Right-click on the executable or shortcut, select Properties, then Compatibility.

Even though I have Windows 10 now, when I clicked Properties, it doesn't say Compability. But when I went to the Compability Troubleshooter, I went to Windows XP, but it was taking too long to start the game. I tried everything and it still doesn't work. I was wondering if you guys can take a screenshot of the computer so you guys can show me how.

Well, I have an AMD Radeon graphics card from like 2013.
