I don't think you can in trunk/stable OTTD.

Well. I can in principle imagine to add a similar mechanism for the company-owned land than we have for the bulldozer and terraforming options: a server-side setting on how much you can use it per timeframe. For SP games you then could set these options to max and not be bothered by it and at the same time it would allow servers to ease the issue of abuse... Patches welcome
