Cant find an Industry Mod

Hello Forumers, A while back I had a HDD crash that contained locomotion and many mods. Most of those mods I have found and re-installed. But One mod I could not find is one that does not allow industry production to drop, only increase, and to be able to plop ALL industries. Does anybody know what I am talking about? Thanks.

To stop production from decreasing, use locotool to edit the XML of every industry. In order to 'plop' every industry, you should look around the fanpage for buildings that act as industries, as the 16 industry limit is hard coded into the XML, and can't be edited legally.
