Big towns and no oil platform

Hi everybody.

This is my first message.

I discovered TTD and OpenTTD recently and I'm now doing what I consider beeing my first "good" game.

However, I have a problem :

In game I could download, most of the cities were "reasonably" sized.

In my case, on my game right now, most of my cities have like 15 000 inhabitants... Wich make them really really big (they occupie like 30% of the map...) in... 1995 !

This is a real problem to expand my network as I end up building 100 million $ tunnels to pass trough...

Is that normal or is there any thing to lower the growth of the cities ?

Moreover, in 1995, I still don't see any oil platform on the see... Is this a bug or can it happen ?
