Passengers will not travel via trains

Hello. I'm new here. I just had to downgrade to a older version of Simutrans because the newer version didn't work well on my system. Anyway, when I create a station, no passengers will go to the station or board the train. I have no idea what I am doing wrong. I create a track from one city to another, build the station, electrify the track and dispatch the train. Can somebody explain to me why I'm not getting any passengers? I'm using Simutrans 99.11 with Windows XP Home Edition Service Pack 2.

Better not use old versions. New versions are less demanding on the hardware and are also less spiked with errors.
