On my laptop, it works fine the AI happily builds a rival empire to mine, but on my desktop the AI does absolutely zilch apart from build a HQ.
Im pretty sure my settings on both are the same, but wondering if there might be a option i have ticked that is messing it up

I think you would have a significant higher chance of getting an answer to your question if you posted this in the appropriate OTTD section, as I'm not aware whether all OTTD users are reading the General Transport Tycoon Problems section. Maybe a mod could move it?
That said, you should provide more detailed information about the problem, such as which O/S you're using (if that matters for OTTD, which I don't know), program version, program configuration (if there is such a thing in OTTD), newgrf configuration, etc. At least for TTO, TTD, and TTDP, without such information nobody will be able to help you, and I think that will also be the case for OTTD.
Don't hesitate to give that information regardless of whether your topic is moved or not and feel encouraged to continue discussing!
