Improvement had to be made to Saskatoon Junction which included lengthening the signal block to the north which was causing traffic disruptions as well as removing level crossings in the block to the south.

Financial performance was significantly improved as of the January 1,1998 report shown below. We will monitor the situation for one more year before initiating any new phases of this project.

1998 was uneventful. Rocky Mountain 2 #1998 was replaced as 1918. Train income increased significantly ahead of running costs with a resulting nice performance in net profits which were added to retained earnings as working capital. The January 1.1999 financial report is shown below.

It would appear that the traffic problems at Kamloops Station and Saskatoon Junction have been resolved. The next phase of the Project will be an evaluation of operations with an eye to increasing profitability as some trains appear to be performing below potential.

Chapter 9 - Evaluations

1. All passenger services are very profitable.
2. Mail/Valuables services may benefit from additional stops and new banks.
3. Coal Mines #3 and #4 need extra trains. As steamer service is now limited to the Rocky Mountain and the tourist trains (see blow for forest train discussion), coal depots can be reduced along with service to the CSP Coal Storage Facility.
4. Iron Mines - some could be serviced by one train on alternate runs also a new mine has been found and should be serviced. A second train to the steel mill may be in order.
5. Food and Goods trains need to be evaluated and may be able to use lower power/faster engines. Rolling stock should be evaluated for speed limits.
6. Farm trains may benefit from closer depot services.
7. Additional strategically located depots may be in order.
8. The two forest service steam engines should be replaced by cheaper diesels.
9. The two tourist trains may benefit from additional stops. The Regina stop is operating below profitability for full loads service.
10. The oil well service may benefit from fewer trains providing alternate well service.

1. Item 1 does not require immediate attention.
2. Banks are extremely expensive to establish and none will be built by the Project. Any built by the local authorities will be serviced. Mail service is another story. Not all communities are currently serviced by dedicated mail/valuables trains. For some communities, such as Abbotsford, Prince Rupert, and Victoria, dedicated services are not currently practical. Whitehorse and Dawson are serviced by VIA/WPY's narrow gauge passenger service. The current services are listed below:

CNR 14809 > CGY(M/V) - REG(M) -WPG(M/V)
CNR 14909 > CGY(M/V) - VAN(M/V)
CPR 15010 > VAN(M/V) - KAM(M) - JAS(M/V) - EDM(M) - SKT(M) - WPG(M/V)
VIA/WPY 1715 > JAS(M/V) - WHT(M) - DAW(M/V)

It was decided to add Lethbridge (LTH) to CNR 14809's schedule and Banff (BNF) and Kamloops (KAM) to CNR 14909's schedule:

CNR 14809 > LTH(M) - CGY(M/V) - REG(M) -WPG(M/V)

3. Jasper Coal Mine #1 is well served by trains WPY 0323 and 1223. Coal Mines #2 and #5, due to low productivity, are well served by one train WPY 0423.

Coal Mines #3 and #4, the most productive, needed extra trains to clear up the backlog. WPY 15433 was put into service for Mine #3 and WPY 15533 would service Mine #4. These services would be monitored in case extra trackage be needed to accommodate the extra traffic.

4. The new iron mine was opened as Banff Iron Mine #5. As it showed promise as having high productivity, it would be serviced directly by the current Cartier train #9107 on alternate runs.

It was decided that it would save considerable expense for Banff Iron Mines to have their own depot which was built as Banff Iron Engine Shops.

I really really like the Banff iron engine shops photo...i can't say why, theres something about it...its really good though.

Chapter 10 - WPY's New Containers

Evaluations were interrupted so as to concentrate on the following new development.

Jasper Engine Works R&D have developed a new ore container system for use with narrow gauge flatcars. The containers are filled at the mine, loaded onto a flatcar, delivered to the ore processing facility, unloaded from the flatcar while empty containers are simultaneously loaded onto the flatcars and returned to the mine to be unloaded pending a refill while the train simultaneously receives filled containers for another trip. The concept is to reduce turn around time thus reducing a train's idle time. WPY has agreed to put this system to the test at the copper mines it services. This will require reconfiguring the mine loading platforms by removing the tipples, turning the conveyor belts and installing traveling cranes on rails.
