Indeed. On a side note, hYpe__ hasn't been heard from in a while, so I cannot run this past him. I would like 2/3 people to help test this scenario, and I am willing to release it to those 3 incomplete and early (now) in order to check everything is ok. Preferably people with a knowledge of the region so I can know if any settlements are the wrong size/wrong place. PM's please.
