Yes, I know above it says "Program's source", but according to the GNU GPL FAQ:
So it should be fine to realease it under the GPL. Of course this would mean OTTD would have to include a file stating the copyrights of each induvidual graphic, it shouldn't be too much work though until about a million sets are included with the game.Can I use the GPL for something other than software?
You can apply the GPL to any kind of work, as long as it is clear what constitutes the "source code" for the work. The GPL defines this as the preferred form of the work for making changes in it.
