OpenSFX is optional, you can instead use the default sounds from TTD which you seem to already have.

You can select between soundsets in the Game Options Panel:

Use that drop-down menu.

You can find openttd.cfg in My Documents\OpenTTD. In that file there is a line with soundsset = "OpenSFX" (it is the sixth line). Try changing OpenSFX to original (not sure if that is the correct value, I don't have the original set). Are you sure all sound files from TTD are copied to your game folder? Maybe a file is missing and OpenTTD is trying to load OpenSFX.

It looks like you had installed OpenTTD before on your system, or that you copied the configuration file from another computer to your system. In any case, the configuration file tells to use OpenSFX for sound. What you can do in this situation is either remove the old configuration file (location is described in readme.txt), or remove the line with soundset from the configuration file with a simple text editor such as notepad.
