Competitor problem

I recently started playing TT again after many years. I've started a new game, saved it as a scenario, edited it to my liking then started playing.
The trouble is that despite the fact that competitor number is 0, competitors still keep appearing.
I've fiddled a lot with that scenario but nothing would work!
I'd really hate to start designing it all over again just because of this...
Can anyone help?
