Most likely it has to do with the version of some libraries in Ubuntu 9.10. For example: ICU 3.8 is used for Debian Lenny and Ubuntu 9.04. Ubuntu 9.10 uses ICU 4.0 which is incompatible with 3.8. Debian Unstable/testing uses ICU 4.2, which again is incompatible with 4.0.

Sorry, I never heard about ICU x.xx!
a) install openttd from a repository of your distribution (recommended)
b) install a different version of your libraries (not recommended)
c) compile yourself
