It's allowing you to setup maximum town population. It's usefull when you don't want to see server flooded by towns, when someone rich get bored and fund lots of new buildings.
You can setup: 0 - 25M, default: 0 == disabled

its because there was two prams, now only one, which changed bool -> some int, change/reset somethink in advanced options (not neccessary maybye, but for sure), quit, it will appear again, but then no more warnings

look to advanced options, change maximal town size (0 / 150K / whatever) , quit, start ... whooo? noo warning ...
