I think he want something like a highway thats lower than the rest of the terrain. Something like

where / and \ are concrete walls that hold away earth, and __ is a road. its more of a graphic aproach then anything else.

The walls have to be created in a third step by building something along the slope.
See the attached png image below for an example.
Matt Samyel: Unfortunately there is not a tool such as for canals, but by following the example in the image you can get the effect you are looking for.

I know the walls are not automatically built. - If you are on free land, there is no need to build such a canal (neither in reality nor in TTD).
- If you want to build it through a city (for whatever reason), and lower the ground next to existing houses or roads, the walls will be created.
