There's one more peak that no one has mentioned... It's the only engine that received the Peak nickname that was in this livery. For a quiet clue, a video of the thing that makes the model famous is on YouTube somewhere.

in Europe it is 1C-C1
Cyphers for the not driven axles
Capitals for the amount of driven axles in a boogie.
Not sure what kind of engine line this type has although.

I looked at all those Chinese locos before settling on the Hong Kong Clyde.

And even if I hadn't, the Chinese characters on the front are a bit of a giveaway.

If you mean when the photo was taken, I don't know when the photo was taken. If you mean when the loco was built, you're in the right ballpark.

Well, it defintiely looks US built. Possibly Alco or Baldwin. I'm leaning towards Baldwin. Wheel arrangement looks like a 4-6-2, gauge I'm guessing standard.
