Change TTD palette with a grf file

Just a crazy idea I thought...

Could it be possible to change the ttd's palette with a grf file?
This would allow some interesting things: night palette, dusk palette, TTO palette and so on.

You can't properly simulate "night" with a mere palette change. Also this would probably make every single existing graphics set incompatible unless it's a very superficial change, in which case it seems hardly worth implementing.
