New Industries not working

Hi, not sure if this is the right place but...
I have enabled the Paper and Printing industires, but i cannt transport paper to a town, even after a requst of a tender to run one. Any ideas would be most helpful

The switch is turned on, but it wont let me deliver to a road depot in a town.
How do i get this to happen? I have been offered a tender to run a paper service from a paper mill to a town on more than one occasion, but i cant operate it.

Also, is there any way of transporting beer by rail? i am using trucks, but one brewery has produced over 1 million litres of beer

You mean a subsidy? That's a bug; paper subsidies should go to printing works, not towns. I guess since paper replaces the "food" entry, that part isn't working in the paper grf file.

I'm not sure if this is possible to fix though, there doesn't seem to be a way in the newgrf specs to prevent this from happening.
