Secondly, whilst you may be allowed to reverse engineer, you can't go and spread copies of a modified exe or something that will modify the exe.. whether you make money out of it or not! Your suggesting just modifying the memory.. which seems less harmful, but it still sounds as dodgy to me.
I am talking about *seeing what the exe does* then writing your own program (TTD-patch alike) that runs next to the exe, and changes the values in the memory, when the real exe puts them in there

no, its not only for educational purposes, but also for personal purposes, and you are allowed to spread your copy of the product you made.
And, afaik, if I host the file on my computer, which is located here in holland. then the forum (which is in england?) doesnt have anything to do with it
