Ships block each other

First time I get this, these 2 ships block each other, one wants to go left the other right but they just keep bumping onto each other

Hmm...they look like they're trying to beach themselves, not unload at the docks.

I moved a dock one tile further to the sea, they were at the same 'level', I think this disturbs the pathfinding
