First, I bribed the town a few times, and was caught. But it got the rating up to a useful level. Then I built an airport in the town, while still under the caught influence.
This resulted in a station that simply would not generate cargo (passengers/mail in this case). And yes, there were planes going back and forth to it, delivering fine, but never activating the station.
I tried rebuilding it (after bribing my way up from Appalling to Poor again, which took 4 bribes (3+1)), then rebuilding it with a bus station first (but still the same station sign), then a few advertising campaigns. To no avail.
Only when I made a second station with a new sign did it work.
Same thing happened to a train station that just wouldn't generate goods under the current sign, so I had to make a second station and redo all the trains' routes. I think I had the caught status with the local authorities in that case also, but it could be a bad lead.

Well, they did pay for everything I transported to them. Just never generated any cargo of their own.
On another note, maybe it has to do with building while in pause, since I use a lot. Or both (caught+paused).

If you read my post, you'll see that yes I did.
But, a single large airport should surely never be affected by the "sign being too far away" bug, since it's right over itself, and right next to the town in this case also.
