What number will be used for the next TTD Patch?

1.10 or 2.0?

The next major version, after 1.9.x, will be 2.0, I believe.

Why not 1.10.x?

In any case, it may well be that the next major version will be 2.0, not 1.9.1, depending on how much I can fit in it.

If I have all new vehicles/graphics for all vehicle type plus the new (fake) cargo types plus electrified railways it'll probably be 2.0... otherwise, those will be in 2.0 with 1.9.1 coming out in between.
